Gmail is now completely unaccessible in China without the use of VPNs. The Cyberspace Administration of China (CAC) could be responsible for this regulation. Google has been in dispute over free speech issues with the Chinese Government for the past years. Microsoft Office is supposedly next on the list to be added to the so-called “Great Firewall of China”.
